CRD Arts Services Department

The CRD Arts Development Service provides funding support to arts organizations on behalf of 8 municipalities in the capital region: Victoria, Saanich, Oak Bay, Esquimalt, View Royal, Metchosin, Highlands and Sidney. The Arts Service has three funding programs: Operating Grants provide annual financial assistance to established arts organizations for ongoing programming and administrative expenses; Project Grants support emerging or established arts organizations for new, recurring or developmental initiatives; and IDEA Grants (Innovate, Develop, Experiment, Access) support non-arts mandated organizations for arts related programming initiatives.

Authority

At the request of municipal councils the CRD Arts Service was established in June 2001 by CRD bylaw 2884 (PDF) for the "provision of assistance in relation to the arts and culture for the purpose of benefiting the community or an aspect of the community". Bylaw 2884 also gives authority to the Arts Committee. CRD bylaw 2973 (PDF) established the Arts Advisory Council to enable "an independent community-based body to provide advice to the CRD on matters relating to the arts service".

Administration

The CRD retains fiscal and regulatory authority for the Arts Development Service and liaises with other levels of government, NGOs and the public in providing information related to the CRD support of the arts.

For the operation of this Service, the Board has delegated authority to two commissions to represent the local community interests and exercise administrative authority: Arts Committee and Arts Advisory Council

Arts Committee

The Arts Committee sets an annual budget to support policies and programs pursuant to its governing bylaw. Like other CRD standing committees the Arts Committee is appointed annually. Read more on the committee.

Arts Advisory Council

The Arts Advisory Council is appointed by the Arts Committee with a mandate to provide advice on policies that foster and promote:

the support of the arts in the community

public awareness of and involvement in the arts

the creation, exhibition and performance of artistic works

the development of artistic and other requisite skills, and shall advise the CRD Arts Committee of measures which the Council considers to be conducive to these ends.

other appropriate duties as assigned by the Arts Committee from time to time.

The Arts Advisory Council also acts as the adjudicative body for Arts Development Service arts funding programs.

The CRD Arts Development Service provides funding support to eligible arts organizations on behalf of eight municipalities in the Capital Region: Victoria, Saanich, Oak Bay, Esquimalt, View Royal, Metchosin, Highlands and Sidney.

These municipal partners invest in the arts and in arts organizations for the economic impact and employment they provide, for the advancements to the quality of life, for the provincial and national visibility arts organizations bring to the region, and for providing a wide range of participatory and audience opportunities for citizens and visitors alike.
