Wow, if this is true this is really bad news not only for the music scene but also for the people who really need that space for housing and all the other services it provides. I am really sorry to hear about this...especially because I know Dane has worked extremely hard to improve this venue. Downtown Community Activity Centre Hello everyone,

First of all I'd like to apologize for not posting this message sooner. Anyway, it's true that the Downtown Community Activity Centre will no longer exist in its current form. As it stands at the moment, all services except the Victoria Voicemail will be eliminated as of March 28, 2003.

The reason for closure is that the Vancouver Island Health Authority (VIHA) has chose to no longer fund the Downtown Community Activity Centre. Their annual funding at any given comprised around 1/3 of the Centre's operating budget. This year with a loss of funding in excess of $66,500 the Victoria Cool Aid Society felt they had no other choice but to close the doors.

VIHA's mandate with the Centre in combination with the City of Victoria's mandate made the Downtown Community Activity Centre a multi-purpose facility that served over 11, 000 people per year through a variety of programs that include but are not limited to:

-Various recreational and artistic registered programming
-Special Events
-Rentals
-Victoria Fringe Festival
-Sponsorship of Various Community Iniciatives/Events/Organizations

-Urban Elements Youth Drop In
-Community Access Program (CAP) + Computer Workshops
-Part of City of Victoria Community Centre Network
-Kindergyms
-Birthday Parties
-Sports Drop In (especially basketball Mondays, Wednesdays and Friday)
- Free Hot Dog Days every Friday
- Jam a Rama
-Programs for those with mental illness
-Youth Shelter
-Horticultural Program for those with mental illness
-Free Community Dinners and BBQs
- Community Forums and Meetings
- Free Coffee every morning

Although the Downtown Community Activity Centre through the Victoria Cool Aid Society faced major financial difficulties dating back to March of 2002, we (the staff and head administration tried to keep things together despite these financial set-backs (going from having 7 staff to 3 in 8 months and having a funding freeze since March of 2002).

But this financial blow is the nail in the coffin.

It is not known at this time with the Victoria Voicemail running what will be done with the hall/gym of the Downtown Community Activity Centre. I am hoping they will still rent the space out from time to time while running the Voicemail service. The Victoria Voicemail service to the best of my knowledge will still be run out of the main office ; however, we are unsure about rentals.

From what I was told, The Vancouver Island Health Authority's funding was mainly earmarked to fund ALPHA health and weight training program which is geared more towards intergrating those with mental illness into the main stream, Healthy Lifestyles Program, Victoria Voicemail and the free coffee. From the information I have heard from meetings is that the Downtown Community Activity Centre was seen more as a recreational facility rather than a mental health facility. This conflicts with the mandate from VIHA. Right now it seems more priority is being given to affordable housing, and drug problems. Although I am unsure of the exact reason why VIHA thought withdrawing funding was the way to go, I know that funding the Centre which was more of a recreational facility rather than one that served the purposes I mentioned above could be a reason for the withdrawl of funding.

Efforts at this time by the administration are being made to see if funding can be restored by local government (City of Victoria) or other sources, however, the possibility of the Centre being saved at this time seems low.

This is very unfortunate for many individuals and organizations in Victoria indeed. The Downtown Community Activity Centre was also a safe haven for many street people and those who are mentally ill. But I can say as a person who does care about the people and the programs affected I will work towards suggesting re-locations of many of the much needed services we have provided in the past.

Things in my department include things like the community special events, all ages shows, Urban Elements Youth Drop In and many of the recreation and arts programs.

Another staff is presently finding possible places for the Computer Workshops and Public Computer Access (CAP)to go.
