Weekly Report: On Israeli Human Rights Violations in the Occupied Palestinian Territory ( 14 - 20 September 2006)


Israeli Occupation Forces (IOF) Escalate Attacks on Palestinian Civilians and Property in the Occupied Palestinian Territory (OPT)



*

3 Palestinians were killed by IOF in the West Bank and the Gaza Strip.
*

One of the victims was extra-judicially executed by IOF in the West Bank.
*

A child died from a previous wound she had sustained when IOF killed her father and brother.
*

10 Palestinian civilians, including 7 children and a woman, were wounded by the IOF gunfire.
*

IOF have continued to launch air strikes on houses in the Gaza Strip; 4 houses were destroyed in Rafah.
*

IOF conducted 42 incursions into Palestinian communities in the West Bank, and 4 others into the Gaza Strip.
*

IOF arrested 52 Palestinian civilians, including a child and a woman, in the West Bank, and two civilians in the Gaza Strip.
*

IOF raided the Jordanian National Bank in Nablus, and 11 money exchange shops in 4 West Bank towns.
*

IOF have continued to impose a total siege on the OPT; IOF have imposed a tightened siege on the Gaza Strip; and IOF positioned at a various checkpoints in the West Bank arrested 7 Palestinian civilians.
*

IOF have continued to construct the Annexation Wall in the West Bank; they issued a military order to construct a new section of the Wall near ‘Azzoun ‘Atma village, south of Qalqilya; and they violently beat 8 demonstrators protesting the construction of the Wall in Bal’ein village near Ramallah.
*

Israeli settlers have continued to attack Palestinian civilians and property in the OPT; Israeli settlers attacked a family in Hebron.




Summary

As the international community has remained silent, IOF have continued to wage a full scale offensive on the Palestinian people, especially in the Gaza Strip. During the reported period, IOF have continued their attacks on Palestinian civilians and property.

PCHR, monitoring with utmost concern the developments of this offensive, calls upon the international community, particularly the High Contracting Parties to the Geneva Conventions of 1949 and United Nations, to immediately intervene to force IOF to stop this offensive and lift the siege imposed on the Gaza Strip. PCHR also warns the international community of the consequences of the policy of collective punishment and reprisals practiced by IOF against the Palestinian civilian population, especially the destruction of energy resources and the denial of the flow of fuels needed for providing basic services.

Israeli violations of international law continued in the OPT during the reported period (14 – 20 September 2006):

Killing: During the reported period, IOF killed 3 Palestinians. A Palestinian child also died from a previous wound.

Concordia grieves the loss of Lillian S. Robinson

Last night at one a.m. the Concordia community lost one of its most cherished members—Simone de Beauvoir Principal, scholar and activist—Dr. Lillian S. Robinson.

Dr. Robinson was an accomplished writer and scholar, and activist in the 1970s, North American feminist movement. Throughout her career, she published countless articles as well as authored several books. One of these books was launched here at Concordia, Wonder Women: Feminisms and Superheroes. She recently helped coordinate a feminist conference at the university, the Global Feminisms and Social Transformation conference, and was also an active participant in the development of the Peace and Conflict Resolution events.

She was 65 years of age.

A memorial service for Lillian will be held in Montreal in mid-November. Specific details as to time and place have not yet been announced.

The family would welcome contributions to the Lillian Robinson scholars program which Concordia University is setting up (with Lillian’s blessing and encouragement) to bring distinguished feminist scholars to the Simone de Beauvoir Institute. All funds donated to Concordia for this purpose will be put in an interest-bearing account that will be used solely to support this program. URGENT ACTION NEEDED.

BASQUE POLITICAL PRISONERS ON 44 DAYS ON HUNGER STRIKE.

On August 7, Basque political prisoner Iñaki de Juana Chaos began a hunger
strike to demand his right to be released. Iñaki de Juana should have been
released on October 25, 2004, after serving his sentence in full and having
spent 18 years in jail. However, the Magistrate at the First Penal Court of
the Spanish Audiencia Nacional (Spanish Special Court) Gómez Bermúdez,
issued a decision dated October 22, attempting to contest the remission
Iñaki was entitled to and to stop his release .

In view of the impossibility to maintain this line of argument, the judge
decreed his remand in custody for an alleged crime of membership of an armed
group and terrorist threats.

The basis for the accusations were two opinion articles the prisoners sent
to the daily Gara . This is depsite Audiencia Nacional judge Santiago
Pedraz finding where Iniakde Juana expressed his support for the Basque
National Liberation Movement –BNLM- which "is not comparable to ETA". He
added that "this movement is not defined as a terrorist organisation" and
therefore the crime of issuing terrorist threats was not proven.

Following this decree the Spanish media unleashed a campaign against the
judge's decision.The Spanish Minister for Justice, stated "we shall build
new charges so that they are not released!" The State General Prosecutor,
Cándido Conde Pumpido,
said "we shall continue to oppose his release insofar as it is legally
possible" and appealed Pedraz's decision. As such a new request for a 96
year prison sentence was put forward by these bodies.

In these circumstances, Iñaki believes he has no other way forward but to go
on an open-ended hunger strike, even if he it takes him to his death.
Therefore, we are calling for active solidarity towards Iñaki and we are
issuing a call to international public opinion to denounce the lack of
legitiamacy of the new charges against him and to demand his right to be
released.

This is a call to all groups and people in solidarity, to express their
protest to Spanish consulates and embassies and to send their messages to
the addresses of the following people, directly responsible for Iñaki de
Juana Chaos' situation.

DRAFT EMAIL/LETTER:

We the undersigned are calling for the immediate release of Iñaki de Juana
and
that the call for 96 years by the the Third Section of the Audiencia
Nacional Penal Court in prison clearly is an abuse of fundamental human
rights. Given the fact that Inaki de Juana has already served 18 years in
Spanish prisons and as such is entitled to remission and therefore
immediate release it is imperative that Iñaki de Juana is released without
further delay.

Iñaki de Juana should have been released on October 25, 2004, after serving
his sentence in full and having spent 18 years in jail. However, the
Magistrate at the First Penal Court of the Spanish Audiencia Nacional
(Spanish Special Court) Gómez Bermúdez, issued a decision dated October
22, attempting to contest the remission Iñaki was entitled to and to stop
his release violating the universal right to release of those who have
served their sentences in full.

At a time when there is a possibility of real and meaningful dialogue in the
Basque Country in the search for a resolution to the conflict this decision
is of no benefit to the chances for a lasting resolution in the Basque
Country and any goodwill by the Spanish Government. We are also appealing
that the declaration by Audiencia Nacional Judge Santiago Pedraz, who
rejected the charges brought against Iñaki de Juana, be respected and that
political interference with the judicial process is ended.

Israel mimics failed U.S. militarism

The myth is that the U.S. is the most powerful nation in the world, and that Israelis are some of the smartest people in the world. Well, why are they both bogged down in the Middle East, utilizing military approaches to problems that, in the end, will not yield to successful solutions?

Surely, Israel must have watched the U.S. slide slowly into the morass of Iraq, being sucked into a guerilla war that they appeared too arrogant to acknowledge as a dangerous form of confrontation. They must have seen the most powerful military machine in the world expose itself as prime targets for guerilla fighters, disappearing into the backdrop of society in both open daylight and by dint of night.

Most of all, they must have seen that there is an even deeper quagmire, with Iranian-sponsored elements stoking a civil war that threatens any hope of a stable government in Iraq. In that context, why boil the pot higher, hotter?

Israel needs security in the region. Yet, it is caught up in the same illusion that military might can provide them with the protection that they need to secure the lives of the Israeli people. They apparently believe that a policy of genuine rapprochement based on stronger political, economic regional integration is a sign of weakness and that a reasonable and balanced expression of military power cannot be tolerated.

In other words, they appear to want the legitimacy of their existence to be based on the fear of their neighbors. In that case, the strategy is to resort to displays of power, even for minor threats, that do not result in the intended solution, but in the intensification of the hatred that fomented actions against them in the first place.
