laprider User Info... | Never before has it been so vitally important for independent recording artists to unite and speak collectively to the issues facing our community. The CRTC is currently reviewing the policies affecting terrestrial radio in Canada and your voice should be heard. As Canada's only national non-profit organization dedicated exclusively to Canadian independent recording artists, the Canadian Independent Recording Artists' Association (CIRAA) submitted a written proposal in March and has been asked to speak at the Commission's radio review hearings on May 15th. Our proposal addressed two main issues directly, Canadian Content and Canadian Talent Development: 1) CANADIAN CONTENT CIRAA and its artists firmly believe that simply raising CANCON without specific regard to emerging artists would not have the desired effect of broadening radio play lists. We are proposing that 33.3% of all daytime CANCON be that of Canadian emerging artists. Although CIRAA first advocated the bonus system described on http://www.letsfixcancon.ca, upon further reflection and analysis, it is our view that a simple quota would have a greater effect on Canadian artist development. 2) CANADIAN TALENT DEVELOPMENT For all its crucial funding of "signed" artists and record companies, FACTOR is not a grassroots fund led by grassroots leaders. CIRAA is calling for the creation of a new funding body that squarely focuses its efforts on the needs of Canada's thousands of unsigned and indie artists. Radio's funding to Canada's talent development system must be stabilized and divided equally between Starmaker (for established artists), FACTOR (for signed artists) and a new grassroots fund (for unsigned artists). It is important for you to be informed about these issues. Unfortuntely, our records show that you are not yet a member of CIRAA. If you believe that CANCON needs to work for you and that funding organizations need to be more representative of today's music industry, it is very important for you to become a free member of CIRAA. We need to add your voice to the chorus of artists that believe we can have a major impact on cultural policies. Please take 2 minutes and sign up here: http://www.ciraa.ca/join To read CIRAA's proposal in its entirety, you can download a PDF copy by clicking on the link below: http://www.ciraa.ca/radioreview2006.pdf There are still a few weeks before the CRTC hearings, so once you have read the proposal, please send us your comments. We look forward to hearing from you during this crucial period.
